Webinar: The OSCAR climate impact risk assessment tool and city resilience planning applications

Session poster for The OSCAR Climate Impact Risk Assessment Tool, with the five speakers

On 12 March 2026, OSCAR and the Resilient Cities Network hosted a webinar on the Climate Impact Risk Assessment tool and its applications for cities, local governments and resilience partners.

The session examined how OSCAR’s prototype CIRA tool can support adaptation and resilience planning. It showed how users can map projected hazards, assess potential damage and loss for physical assets, and identify priorities for more robust and financeable resilience strategies.

Elena de Toledo Hernández and José Manuel Carmona Cejas of Alpha-Klima presented parts of the tool and its analytical approach, connecting climate-risk data and modelling to public-sector planning use cases.

What the webinar covered

  • OSCAR’s purpose and next stage of development.
  • A walkthrough of the prototype Climate Impact Risk Assessment tool.
  • Examples covering flooding, extreme heat, wildfire and water stress.
  • Applications for states, provinces, cities and other local governments.
  • A live discussion and audience questions.
